Dear Mr. Lynn:
This is in response to your questions about wolf hybrids as viewed by
the Kansas
Department of Wildlife and Parks. The Department is responsible for
the protection and
management of the state's wildlife. We recognize some of the inherent
problems that wolf
hybrids may create, but under current definitions, the Department has
no regulatory authority
over them.
Because wolf hybrids are domesticated by man so as to live and breed
in a tame
condition, we don't recognize them as wild animals. However, we do
have a possession permit
requirement for certain wildlife, including the true wolf, Canis lupus.
As you are aware, many
localities have banned or require their own permitting of certain animal
species.
While the department has no purview over wolf hybrids, we certainly
support the humane
and ethical treatment of these special animals. If further questions
develop over the wolf hybrid
conflict, please feel free to contact me.
Sincerely,
Steve A. Stackhouse
Director of Law Enforcement
